چکیده

تمرکز شدید و عدم تعادل از جمله ویژگی‌های کشورهای جهان سوم است ، بطوری که این موضوع ممکن است زمینه هایی برای ایجاد تفرقه و فروپاشی کشورها را نیز فراهم نماید. شناخت نابرابری و عدم تعادل در چهارچوب محدوده‌های جغرافیایی مختلف( کشور، استان، شهرستان) ، پی بردن به اختلافات و تفاوت‌های موجود، سیاست گذاری در جهت رفع و کاهش نابرابری‌ها، از وظایف اساسی متولیان توسعه مناطق جغرافیایی به شمار می‌آید. با توجه به اینکه عدالت اجتماعی از مفاهیم بنیادین توسعه پایدار بوده، و در تبیین مفهوم عدالت اجتماعی بررسی وشناخت مناطق مختلف از نظر امکانات مختلف اجتماعی، اقتصادی،بهداشتی و.. . ضرورت پیدا می‌کند، لذا نوشتار حاضر با هدف شناخت وضعیت برخورداری شهرستان‌های استان گلستان و شناخت میزان نابرابری موجود از امکانات اجتماعی،زیربنایی،درمانی-بهداشتی،جمعیتی، به رشته تحریر درآمده است. در این تحقیق برای سنجش درجه برخورداری و نابرابری بین مناطق جغرافیایی و رتبه بندی نابرابری ها در منطقه مورد مطالعه از روش های مدل تحلیل عاملی و نحلیل فضایی (GIS) استفاده شده است. جهت ترکیب شاخص‌ها در محیط (GIS)، با استفاده از روش خطی ساده مقادیر بدست آمده از تحلیل عاملی بی بعد (استانداردسازی) شده است. یافته های تحقیق حاکی از عدم تعادل و نابرابری های فضایی و نیز شکاف عمیق بین شهرستان‌های استان به ویژه شهرستان گرگان می‌باشد. شهرستان گرگان به عنوان مرکز استان، محل تمرکز فعالیت‌های اقتصادی – اجتماعی بوده ،که این امر اختلاف عمیق این شهرستان با شهرستان‌های دیگر استان را موجب شده است.

In this study to measure the degree of enjoyment and inequalities between geographical areas and inequality rankings Factor analysis models and methods in the study area spatial Analysis (GIS) is used. The combination of environmental factors (GIS), using simple linear methods the following values obtained from factor analysis (standardization) .Research findings suggest imbalances and spatial inequalities and the gap is between the provinces, especially the city of Gorgan. As the capital city of Gorgan, where the concentration of economic activities - social, this is a profound difference in this city with other cities of the province has caused.
