چکیده

هدف پژوهش حاضر تبیین معیارها و ضوابط پدافند ی در تخلیه و اسکان اضطراری می‌باشد. روش تحقیق در این پژوهش توصیفی- تحلیلی و تکنیک مورد استفاده در آن دلفی است و جهت نهایی­ سازی معیارها از نظرات فوکوس­گروپ استفاده گردید. جامعه آماری تحقیق شامل کلیه متخصصان حوزه پدافند و معماری است که از آن­ها 10 نفر به‌‌عنوان نمونه انتخاب گردیدند. نتایج تحقیق حاکی از آن است که معیارهای پدافند غیرعامل در تخلیه و اسکان اضطراری در دو دسته کلی تخلیه و اسکان گنجانده می‌شوند. مرحله تخلیه شامل فرایند تخلیه، حمل ­و نقل و مسیرهای تخلیه جمعیت گشته و مرحله اسکان نیز مکان‌یابی فضاهای اسکان، مسیرها و راه­های دسترسی به مناطق اسکان، مراکز اسکان موقت در داخل و خارج شهر را در بر می‌گیرد. اعضای پانل در راستای رسیدن به معیارهای پدافند ی به 69 معیار دست یافته که در نهایت به منظور تعدیل معیارها در فوکوس ‌گروپ‌های تشکیل ­شده 21 معیار به‌‌عنوان معیارهای مهم پدافند غیرعامل در تخلیه و اسکان اضطراری شهرهای بزرگ استخراج و نهایی ­سازی شد.

چکیده [English]

The aim of the research is defining the criteria and patterns of passive defense in emergency discharge and settlement. Research is descriptive-analytical method and the technique is Delphi. The Focus Groups’ comments are used for the finalization of the criteria.The statistical society of research included all experts in the field of defense and architecture that 10 samples were selected. The results indicate that the criteria of passive defense in emergency discharge and settlement are included two general categories of the discharge and settlement.The discharge is included transport and discharge use and settlement is included locating settlement, routs and access roads to the settlement areas, temporary settlement centers in and out of town.Panelists in order to achieve the criteria of defense, gain 69 criteria so finally in order to increasing criteria in composed Focus Groups, 21 criteria are extracted and finalized as the important criteria of passive defense in emergency discharge and settlement.
