Assessment of the Impact of Management Regulations for Building Supervision and Control on the Physical Manifestation of Urban Space, Case Study: Tehran Metropolis

Abstract

Introduction
In recent decades, the accelerating pace of urbanization in Iran has generated an unprecedented volume of building construction, accompanied by a parallel rise in construction violations. These violations manifest themselves as visual pollution, disruption of the urban skyline, morphological disorder, and unregulated expansion of the built fabric. This study, conducted by Peyman Sojoodi, Majid Shams (corresponding author), and Rahim Sarvar, examines how the management of building supervision and control regulations affects the physical manifestation of urban space in the Tehran Metropolis (Sojoodi, Shams & Sarvar, docx, p. 1).
The core argument of the article is that Iranian construction regulations and the National Building Regulations have historically emphasized the individual building and its technical execution, while paying insufficient attention to the city-wide consequences of thousands of buildings developing simultaneously. Urban planning, moreover, has not attained an adequate position within the legal and executive provisions; weak oversight of development-plan implementation, land-use changes, and density-selling practices can undermine residents’ right to a functional, attractive, and clean urban environment. Tehran was selected as the case study because of its scale and political-administrative significance: during the decade 1380–1390 alone, 221,300 building permits were issued in the city. The research objective is therefore to measure, empirically and statistically, the extent to which the management of supervision and control regulations contributes to the physical quality and spatial coherence of the metropolitan fabric, and to identify which regulatory domains most strongly shape the city’s form.
 
Methodology
The research is applied in orientation and follows a descriptive–analytical method. Data were drawn from two streams: a documentary and library review that established the conceptual framework, and field data collected directly from practitioners responsible for regulatory compliance. The conceptual framework structures the analysis around five domains of urban regulations: (1) zoning and districting, (2) land subdivision, (3) building siting and location, (4) building design, and (5) urban-planning supervision (p. 3).
The statistical population comprised 100 experts of the Tehran Engineering Organization, surveyed in 1403. Participants were recruited through snowball sampling to ensure specialized input, and responses were recorded on a five-point Likert scale. The primary instrument was a researcher-made questionnaire supplemented by field observations used to validate theoretical findings against real urban conditions. The questionnaire’s face validity was assessed using the views of 30 experts, and its reliability was examined through a pilot administration of 30 questionnaires, yielding a Cronbach’s alpha of 0.852 (p. 5), which indicates acceptable internal consistency.
Data processing was performed in SPSS. Frequency distributions described the sample and responses; one-sample t-tests compared observed means against theoretical (standard) values to determine whether each regulatory dimension was being adequately observed; and the Friedman test ranked and compared the regulatory variables by their relative importance in shaping the physical form of the city.
 
Findings
The empirical results confirm that building supervision and control regulations have a statistically meaningful effect on Tehran’s physical form, physical quality, and spatial coherence. Within the building-siting dimension, however, the one-sample t-test revealed an uneven pattern of compliance. Attention to land capacity and to soil, geological, and geomorphological characteristics achieved the highest mean among the cited siting indicators (M = 2.40, SD = 0.56), suggesting comparatively greater managerial attention to geological safety. Attention to local climate scored lower (M = 2.26, SD = 0.74), and attention to urban views and the cityscape scored lowest of all (M = 1.80, SD = 0.68). This pattern indicates that buildings are frequently constructed with regard for structural and geological safety but without adequate consideration of their aesthetic and environmental integration into the cityscape (p. 9, Table 5).
The Friedman test ranked the five regulatory domains by their influence on the physical quality and spatial organization of the urban fabric. Land subdivision emerged as the most influential factor, with a mean rank of 3.26, followed by zoning and districting with a mean rank of 3.07. The test statistic was χ² = 256.45 with df = 2 and a significance level of 0.028 at the 95% confidence level (pp. 1, 15). Taken together, the findings show that the regulatory dimensions differ sharply in their measured effectiveness: land-management instruments (subdivision and zoning) are the strongest levers on urban morphology, while environmental and visual-qualitative criteria remain systematically under-enforced, producing a gap between technical compliance and urban-design compliance.
 
Discussion and Conclusion
The discussion centers on the disconnect between legal theory and urban practice. The evidence suggests that the current supervision framework operates largely reactively rather than proactively: regulations exist on paper, but their influence on actual morphological outcomes is inconsistent across the five regulatory domains. While land subdivision and zoning rules demonstrably organize the fabric, weaker dimensions - climate-responsive siting and the preservation of urban views - receive insufficient managerial attention, so the collective impact of individually compliant buildings still fails to produce a coherent urban environment.
The article links these poor physical outcomes to managerial shortcomings and incomplete enforcement, as well as to rules that have not been adequately adapted to local physical and environmental conditions. In the broader institutional context, the introduction argues that inadequate post-approval oversight of urban development plans, combined with revenue-driven practices such as land-use change and density selling, produces undesirable and fragmented fabrics. In effect, development plans are sometimes employed as instruments of short-term municipal revenue rather than as strict tools of urban governance, which erodes the authority of the law and drives the spatial fragmentation observable in Tehran’s rapidly evolving districts (pp. 1, 9, 15). The study concludes that the management of supervision and control regulations plays a fundamental role in the physical manifestation of Tehran’s urban space, with land subdivision and zoning/districting being the strongest measured dimensions. Nevertheless, incomplete enforcement and managerial-institutional weaknesses have contributed to spatial fragmentation and undesirable urban fabrics in some areas. The transition from the control of individual building units to the holistic management of the urban fabric remains unachieved.
To advance balanced and sustainable urban development, the article recommends: strengthening the institutional and organizational management of building supervision and control, so that oversight moves beyond permit issuance toward continuous monitoring; revising and updating the regulations so that they better serve Tehran’s urban conditions, including making climate-responsive construction and urban views/landscape non-negligible components of supervision; improving enforcement and aligning rules with localing rules with local physical and environmental needs; and using these reforms collectively to prevent a more coherent, sustainable metropolitan form (pp. 1, 15).
