‌تأثیر سیاست‌گذاری‌های شهری بر اسکان غیررسمی با رویکرد ساختارگرایانه، مورد مطالعاتی: منطقه 5 شهرداری شهر تهران

چکیده

اسکان غیررسمی پدیده ناهنجاری است که معضل بیش‌تر شهرهای بزرگ و کلان­شهرها بوده و آسیب‌‌های اجتماعی- اقتصادی و زیست‌محیطی عدیده­ای در پی دارد. بر همین اساس مقابله با آن و ساماندهی آن نیازمند صرف هزینه‌‌های سنگین در ابعاد گوناگون است. هدف از پژوهش حاضر ‌تأثیر سیاست‌گذاری‌های شهری بر اسکان غیررسمی با رویکرد ساختارگرایانه در منطقه 5 شهرداری شهر تهران پرداخته شد. تحقیق حاضر از نوع کاربردی بوده و از نظر روش‌شناسی یک مطالعه همبستگی است. جامعه آماری این پژوهش منطقه پنج شهرداری واقع در شمال غرب شهر تهران بوده و از بین نواحی هفت‌گانه آن ناحیه سه شامل 8 محله و از بین محله‌های آن سه محله‌های حصارک و مرادآباد و کوهسار (فرحزاد) که با توجه به وجود بافت اسکان غیررسمی در آن به‌عنوان محدوده مورد بررسی قرار گرفتند. به این منظور نمونه­ای شامل ۱۲۰ نفر از سیاست‌گذاران،‌‌ مسئوولین و کارشناسان مرتبط با موضوع در منطقه مورد مطالعه به صورت تمام شمار به‌عنوان حجم نمونه تعیین گردید و پرسشنامه محقق‌ساخته شامل ۲۶ سؤال ۵ گزینه­ای تهیه و پس از اطمینان از اعتبار و روایی آن بین آن‌ها توزیع گردید. داده­های به ‌دست آمده با استفاده از نرم‌افزار SPSS و از طریق آزمون­­های ضریب همبستگی پیرسون (r) و تحلیل رگرسیون چندگانه مورد تجزیه و تحلیل قرار گرفت. نتایج به دست آمده بیانگر آن است که: بین عوامل قوانین زمین شهری موجود، ایجاد شهرک­های جدید و سیاست­های مسکن و طرح‌های شهری و اسکان غیررسمی در منطقه 5 شهرداری شهر تهران رابطه معنادار و مثبت در سطح اطمینان 99 درصد وجود دارد. به عبارت دیگر این عوامل موجب افزایش اسکان غیررسمی در این منطقه از شهر تهران گردیده و در مجموع می‌توان 62 درصد از واریانس وجود پدیده اسکان غیررسمی را به وسیله عوامل سه‌گانة قوانین زمین شهری، ایجاد شهرک‌های جدید و سیاست‌های مسکن و طرح‌های شهری تبیین کرد.

چکیده [English]

Unofficial housing is an anomaly that is a problem in most major cities and metropolitan areas and has numerous socio-economic and environmental damages. Various factors are involved in the occurrence and spread of this phenomenon. In this research, the role of urban policy-making on informal settlement in district 4 of municipality of Tehran has been investigated. For this purpose, a sample correlational study consisting of 5 policy makers, officials, and relevant experts in the study area was selected as a whole population(including 120 experts) and a researcher-made questionnaire including 26 questions, preparation options and After the validity and reliability were distributed among them. Data were analyzed by SPSS software using Pearson correlation coefficient (r) and multiple regression analysis. The results show that there is a positive and significant relationship between the factors of existing urban land laws, the creation of new settlements and housing policies and urban plans and informal housing in the 5th district of Tehran. In other words, these factors increase the number of informal settlements in this area of Tehran and in total 62% of the variance can be explained by the above three factors.
