Housing sector in the past few decades due to rapid urbanization and its complications are one of the main challenges in economic development Social and country has become. So that this government is incapable of providing urban housing. Therefore, in recent decades, "theformation of housing cooperatives" as a way of limiting the housing problem in the country is taken into consideration in this regard, the present study aimed to analyze the role of housing cooperatives in the country's planning system has been developed for housing. Analytical method has been developed to collect information on library resources and documents Our findings suggest that despite the relatively small number of construction permits issued for housing cooperatives The higher the ratio of the number of residential units in the building housing cooperatives shows So that the average number of residential construction permits issued and total housing units of 3/06 And licenses issued to the private sector by about 2.6 units Licenses and permits issued to the cooperative housing unit is considered to be 1.19 Data show greater tendency to clump Housing Cooperatives And make greater use of land for construction of housing. Urban old areas, which were once the important parts of the towns and are now considered the identity of these areas, are not reclaimable and renewable due to the poor condition and disassociation of its residents. This study aims to evaluate the physical parameters of the urban old areas and their problems in the city of Oshnavieh. The research design is analytical-descriptive method. The research population is the residents of the case study town and, according to Cochran Formula, 317 questionnaires were distributed among residents. The sampling was done based on the homogeneity of statistics population using systematic sampling. To analyze physical parameters of the area, Arc GIS software and to detect the effect of aging areas on residents, the SPSS software were used respectively. The results show that from the total 16 parts of old areas, four areas (%25 of the areas), contain all three factors of microlithic parts, poor quality of buildings, and accessibility to below 6 meters and six areas (%37.5 of the area), has two Factors. Therefore, the deterioration in these 10 areas has been more tangible. It was also found that about %54.5 of the residents has been already living in their neighborhood so that about %47.6 has been resident in their regions more than 10 years.
