The present research was carried out with the aim of explaining neighborhood planning based on worn-out urban contexts with an emphasis on the approach of neo-urbanism in the 19th district of Tehran. The research was a descriptive-analytical study using the survey method. To collect the required data, field observations, documents and studies of upstream projects and local interviews and questionnaires among the residents of the studied neighborhoods have been used. In order to answer the first question according to the goals and hypotheses of the research, bivariate regression analysis was used. The results indicate that the two variables mentioned above have a significant relationship with each other and the alpha value is less than 0. 05, which means that neo-urbanism has an effect on the desire for renovation and explains the changes of it (renovation of dilapidated fabric). Metaswat model was used to answer the second question. According to the competitive map, prioritization of competitors it was concluded that Shahid Kazemi neighborhoods with a weight of 97. 3 have the most problems and should be paid more attention to. Also, in terms of willingness to renovate the dilapidated fabric of Nematabad neighborhood, it has the highest priority with a rank of 3. 82, which shows the residents' unwillingness to renovate.
