Identifying the factors affecting the realization of the National Land Development document in Iran with a foresight approach

Abstract

The aim of the research is to investigate the factors affecting the realization of the national land planning document with a foresight approach. The current research is applied in terms of purpose and descriptive-analytical in terms of nature based on an exploratory approach. The statistical population of this research is 11 specialists and experts who were selected using the snowball sampling method. The validity of the research tool was also evaluated in this study by three experts in the field of research. Is. Data collection was done in the theoretical part using library resources and in the practical part with Delphi technique, and finally 47 factors were extracted. In the next step, using the method of cross-effects analysis and Mic Mac software, the influence of primary factors on each other was evaluated. The results indicate that factors such as the provision of identical models for the development of cities, the uncertainty of the requirements for the realization of most policies, the uncertainty of the expert basis for estimating the water resources in the country, the absence of all involved institutions and effective elements in the preparation of the plan, the neglect of providing the way The solution for underdevelopment, lack of attention to the principles of resistance economy and exogenous endogenous development, lack of necessary attention to risks and pollutants and environmental consequences, lack of attention to social participation indicators, the lack of connection between goals and development plans and annual budgets, and so on. .. have the biggest role.
