Abstract
Digital transformation in recent years has caused a fundamental change in the structures, processes, and methods of human resource management of organizations. In the meantime, municipalities, as knowledge-based and technological organizations, are increasingly in need of shaping and institutionalizing digital culture to effectively adapt to the requirements of new technologies. The aim of the present study is to design a structural-interpretive model (ISM) of digital culture in the field of human resource management in Sirjan urban management.This study is exploratory in terms of purpose and mixed (qualitative-structural) in terms of methodology. In the first stage, content analysis was used to identify the components and dimensions of digital culture. Data for this stage were collected through semi-structured interviews with 17 urban management and human resources experts who were selected based on criteria such as relevant management experience, relevant university education, and practical experience in the field of technology and urban management, and using the snowball sampling method. The resulting data were analyzed and coded using thematic analysis strategy, which resulted in the extraction of one overarching theme, 8 organized themes, and 106 basic themes.In the second stage, the interpretive structural modeling (ISM) method was used to explain the structural relationships between the identified themes, and self-interaction and accessibility matrices were formed. The ISM results showed that the final model of digital culture in municipal human resource management consists of five hierarchical levels. At the basic level, digital infrastructures are the main foundation of other components.
