Comparative comparison of Region's development
Case study: region of Razavi KHorasan

Abstract
Abstract The balanced development of human being complexes of a region is one of the most important regional planning aims. There are several model used for evaluation of regional plans corresponding to balanced regional development. In this paper the regional development of Razavi khorasan is studied using the Human Development Composite Index (HDI) model. Also, expansion of mentioned region based on the balanced development and planning is an evaluated during 1375 to 1385 (2001-2006) census considering comparative comparison of region's cities development results show that development under study region is unbalanced. The study engagement index show an unbalanced distribution of employments in our case study that resulted from comparison of the deprivation level of under study cities with average, specially in 1375. The spatial distribution of privation and deprivation in term at literacy index did not result in a specific concept, except in Mashhad (center of state). Also, the study of ward ship index showed that developed cities were located on central and western parts of the state and deprivated cities on eastern part of the state.
